Alliander Netz Heinsberg opts for KISTERScloud solution for flexibility management

Flexibilisation of consumers according to §14a EnWG

Aachen / Heinsberg, 23 August 2023.

In order to accelerate the electrification of the heating and transport sectors, the legislator is expected to place greater obligations on distribution grid operators from 1 January 2024 with the new regulation of §14a EnWG. They will then no longer be allowed to refuse new grid connections for heat pumps and electric vehicles due to possible overloads in the distribution grid. In return, they will receive the right to intervene in the systems in a controlling manner in the event of bottlenecks. All distribution grid operators now need a system to control the low-voltage level and to make consumers more flexible within a very short time. In addition to measuring devices on low-voltage lines, both require an IT solution that integrates grid status data from households, detects impending bottlenecks and initiates targeted control measures.

For this purpose, the grid operator Alliander Netz Heinsberg GmbH relies on the field-proven flexibility management solution of KISTERS the Aachen-based IT provider for the energy industry. Alliander will use it to test the control processes in the low-voltage sector for the implementation of §14a EnWG in real network areas.

We want to prepare for the upcoming §14a processes at an early stage and integrate them into our processes,” explains Martin Büttgen, Managing Director of Alliander. “Thanks to KISTERS’ experience with flexibility management in the Swiss market, the solution was quickly available to us and is now ready for use.”

Pilot operation in the real distribution network

The new system will initially be set up for Alliander as an example for a few local network stations and network areas in order to dynamically control consumers connected there at the low-voltage level in compliance with §14a. For the test operation, Alliander will provide measurement data from low-voltage line measurement devices that are connected via the MQTT protocol and, if necessary, also via IEC104 interfaces. In addition, representative one-minute measurements from smart metering systems in households are used for the grid status assessment.

Quickly available, web-based IT solution

KISTERS operates all necessary solution components web-based in a test environment in the security-certified KISTERScloud and was able to provide the clients for network area monitoring and CLS control for Alliander there at very short notice.
