Background

Up-to-date information about water levels are of high significance, when water levels breach the banks of rivers and lead flooding problems. This has been a reason for the regional environmental authority of North-Rhine Westphalia, Germany to provide all of the local authorities belonging to the region with an intranet-based information system. These authorities now have access to up-to-date water level data (< 15 minute) which can be processed in the form of maps, lists and time series graphs. Furthermore, the system can be configured in several different ways by an administrator. This is also done through the use of Browser technology. The system is based on modern technology (ArcIMS as an internet map server and WISKI as a water resources management information system) as well as high standards (WMS - data processing of the WISKI data for cartographic representation).

Data flow

Data is transferred to the WISKI database and a Web database via SODA. This Web database serves the Web access aspects and holds all the data required for visualization. It is here that the data is compared to the known alarm module data (e.g. the warning stages) and the set actions triggered.

Layout of the web page

On the left hand side of the window, a tree-structure can be seen which contains the different representations of the measurement network. These can be freely configured by the application administrator and structured according to topical, spatial or additional criteria.It is already possible from the tree view to determine whether the warning threshold has been exceeded in the specific part of the network. If it is the case that in one part of the measurement network, a value has been recorded over a warning stage, then the corresponding part of the tree view will be suitably coloured. The tree structure as well as the colouration is regularly updated. This then ensures that any changes will be brought swiftly to the user's attention.

On the right hand side of the window, different contents can be found, which can be blended in by clicking the mouse on the appropriate tree entry and the corresponding tab page.

The map component

By clicking the mouse on a particular measurement network, the measurement-dependant symbol will be shown and the corresponding map section. A selection tool is available to select objects within the map. Factual information relating to the selected object appears in the lower part of the window. Additionally, functions are available through ArcIMS. Other map servers can also be integrated apart from ArcIMS, however this is still to be developed.

The value list

The value list can be blended in by clicking the corresponding component. In this list the latest values which have been transmitted will be shown and any values which deviate from the norm will be given a coloured marking.The header fields at the top of the table allow the sorting of the rows to be changed. For example the information could be sorted by station name or by the topicality of values. The printer symbol can be clicked to start the print process. In the "alarm status" field, information about a possible present status is given. In addition to the warning stages, administrator-inputted status' can be entered such as "servicing", "additional influence" or "failure". From the symbols assigned to particular stations, further information can be shown relating to the particular warning stages. This is also the case for graphical and tabular representations of data entering the system over the last 48 hours.

Administrator functions

Further tab pages allow functions for the creation, ordering, renaming and deleting of measurement networks. Additionally, a list of stations belonging to a measurement network can be created, extended, altered or deleted. Furthermore there is a dialog with the appearance of the symbol in the map as well as the coloration in the value list which can be edited. The administrator function which is essential for the operation also allows the values to be interpreted in respect to the topical circumstances (such as servicing).
